Pastor Jerry Stephenson says the JCTA is the cause of JCPS’ problems

Pastor Jerry Stephenson says the #1 reason that “children of color” fall behind in the JCPS system is the contract with the JCTA and he hopes the takeover will bring an end to the contract. He thinks that teachers willing to work in under-performing, high-priority schools need to be paid more than teachers who will not work there. He also says bussing is a bad experiment. It is a waste of resources that does not accomplish its mission. Lastly, he said charter schools need a presence in Jefferson County.
