First-day jitters may have been compounded Monday as El Paso schoolchildren returned to class nine days after a gunman murdered 22 people at a local Walmart store. To ease concerns, school officials sent out automated phone calls to parents over the weekend, laying out the district’s specific security protocol for how visitors get on and off campus. The hospital costs of the American medical system are so high that it now makes financial sense for patients -- and their doctors -- to leave the country and meet at a foreign hospital for some types of surgeries. For hundreds of thousands of Americans who seek lower-cost care outside the United States each year, many are going to Caribbean and Central American countries. "Medical tourism" has been around for decades but has become more common in the past 20 years as more countries and hospitals around the world market themselves to foreigners.
