In a speech in Washington, U.S. Secretary of State Rex Tillerson said the U.S. is “ready to talk any time North Korea would like to talk...without precondition.”  His comments mark a shift from previous policy calling for North Korea to denuclearize in exchange for talks. But after rumors that President Trump wanted to oust Tillerson, is the secretary of state’s statement in line with the Trump administration?
