Flash flooding remains a concern in parts of Louisiana and East Texas as Tropical Storm Harvey moves northeast, away from Houston. A levee in a small South Louisiana town gave way under the storm’s rainfall. Tornado watches and warnings also have trailed behind the storm, but schools in some flooded areas will re-open Thursday – an early sign of recovery.  ABC's Jim Ryan is there and checks in with Tony.
