A new threat from North Korea-- Kim Jong-un has called the country’s latest missile test a “meaningful prelude to containing Guam,” according to state media. The U.N. Security Council held an emergency meeting after the country launched a missile over Japan early Tuesday local time, which U.S. officials identified as a KN-17 intermediate range missile.  U.S. ambassador to the U.N. Nikki Haley told reporters, “No country should have missiles flying over them like those 130 million people in Japan.”  ABC's Tom Rivers is following and talks with Tony.
