(Louisville, KY) - Metro Council is approving the permanent closure of a portion of 4th Street.
The street between Oakdale and Winn avenues will be closed so Churchill Downs can expand its stable area.
The $8 million project includes a medical center for the horses and a quarantine area.
The decision to close the street was made during a vote Thursday.
